Our Approach
BCL adopts a holistic approach to quality, safety, and sustainability in hazard segregation, aiming to provide cradle-to-grave solutions that minimize total cost through risk mitigation. With over 35 years of SHEQ experience, founder Mark Reynolds has developed and implemented renowned road restraint systems used globally, including bespoke solutions for complex UK structures such as Brent Cross, Tinsley Viaduct, and Mersey Gateway Bridge. His expertise with both permanent and temporary road restraint systems also extends to hostile vehicle mitigation solutions, designed for both temporary and permanent applications.
Expertise in Independent Assessment and Technical Support
Mark Reynolds offers independent advice on design, manufacturing and conformance of RRS, with over 20 years of impact testing experience. Mark and BCL provide technical support for delivering new and modified RRS products, as well as conducting technical peer reviews for sections of DMRB and MCHW standards.
Bespoke Training and Industry Contributions
In addition to consultancy, BCL offers customized training packages on topics such as RRS risk assessment and installation design, and hosts a Lantra Training Centre to deliver Customised Provisions. From 2007 to 2023, Mark served on the RRS National Highway Sector Schemes (NHSS), including five years as chairperson, and designed and developed the Austroads Safety Hardware Training and Accreditation Scheme (ASHTAS) for RRS in Australasia.

- Development of Risk Management Tools: Customized for RRS applications.
- Assessment and Design Reporting: Using Local Traffic Notices frameworks, such as Traffic Calming (1/07), Safe Streets for Mixed Use (3/08), Pedestrian Guardrailing (2/09) and Cycle Infrastructure (1/20); in addition to Traffic Advisory Leaflets Managing Railway Obstructions (6/03), Rumblewear (1/05) and Vehicle Security Barriers (1/11).
